Accessibility Statement

Central Valley SDP is a program of Central Valley Regional Center (CVRC). Access is not an add-on for us — it is the whole point. This program exists so people with developmental disabilities can understand and direct their own services. A site you can’t use would break that promise. So we build for access first, and we hold ourselves to it.

The short version (plain language)

  • We want everyone to be able to use this site.
  • You can read it in plain language or with more detail, and switch anytime.
  • You can read it in English, Spanish, Hmong, or Punjabi, and we provide ASL video for key content.
  • It’s built to work with keyboards, screen readers, and on phones, with large text and clear focus.
  • If something is hard to use, tell us — we’ll help you and we’ll fix it. Contact us at [accessibility contact email] or [phone].

Our standard

We aim to meet WCAG 2.1 Level AA — the Web Content Accessibility Guidelines — across the site. This is the standard California and federal rules point to for public, government-connected services, and it’s the floor we design and review to.

What we’ve built in

  • Keyboard access: every interactive element can be reached and used with a keyboard, with a clear, visible focus outline.
  • Comfortable targets: buttons and links are sized for easier tapping (at least 44px), with larger targets for primary actions.
  • Readable by default: body text starts at 18px and never goes below it in our plain-language layer, with comfortable line spacing and line length.
  • Two reading levels: a Plain-Language layer and a fuller layer, toggled on any page — never a separate, lesser site.
  • Color with care: text colors meet AA contrast, and we never rely on color alone to carry meaning.
  • Reduced motion: if your device asks for less motion, the site honors it.
  • Screen-reader support: meaningful headings, labels, landmarks, image descriptions, and a “skip to content” link.
  • Languages: English, Spanish, Hmong, and Punjabi, plus ASL video for key content. (Machine translation assists with text; the English version is official.)
  • Captions and transcripts for video and audio. (Confirm coverage as the Learning Center fills in.)

Where we’re still working

We’re honest about this: accessibility is ongoing, not a finish line. (List current known gaps so people aren’t surprised — for example: some older PDFs are being remediated; captions on a few archive videos are in progress; third-party embedded tools may not fully meet our standard.) If you hit a barrier we haven’t listed, we want to know.

If something doesn’t work for you

Please tell us — this is the most important part of this page.

  • Email: [accessibility contact email]
  • Phone: [phone]
  • Mail: [mailing address]

Tell us the page and what gave you trouble, and how you’d like us to reply. We aim to respond within [X business days]. If you need information from this site in another format — large print, accessible PDF, ASL, or a language above — we will provide it at no cost. You also have the right to raise accessibility concerns with CVRC directly at [CVRC contact].

Legal basis (for the record)

This statement also serves as our conformance certification under California Government Code § 11546.7 (AB 434). Our accessibility commitment is informed by the Americans with Disabilities Act (Title II) and the U.S. Department of Justice rule adopting WCAG 2.1 Level AA (28 CFR § 35.200), the Unruh Civil Rights Act, and Section 508 where it applies. (Counsel to verify current citations, applicable compliance dates, and the correct certification wording for a CVRC program.)

Certification

I certify that [central valley SDP website] is in conformance with the applicable Web Content Accessibility Guidelines (WCAG 2.1 Level AA) standard, or describes the areas of non-conformance and the plan to address them.
